USDA OCP Mission Initiatives Implementation
Challenge
The USDA Office of Contracting and Procurement (OCP) is responsible for providing oversight, policy, guidance and coordination of acquisition planning, contracting, and execution across the USDA enterprise. To further improve procurement and contracting within USDA, OCP identified a number ofmission-related initiatives focused on improving customer experience, improving small business participation, driving supply chain resilience, and implementing procurement innovation.
Collaborative Approach
KP Partners provided comprehensive analytical, research, and program execution support to OCP across customer experience, supply chain resilience, small business participation, and innovation. Our support included, but was not limited to:

Redesigning the OCP “Contracting with USDA” webpage

Developing an intranet Sharepoint site for acquisition tools across the acquisition lifecycle available to mission areas and program offices

Developing standardized, USDA-wide process maps and decision trees for processes such as procurement remedies and suspension/debarment

Developing the performance-based contracting intranet Sharepoint site

Developing process maps for improving the Agricultural Priorities and Allocations System (APAS)

Developing implementation opportunities for the Manufacturing Extension Program, Buy American Act, and Industrial Mobilization Exception
Driving Change
Our support provided OCP with much needed subject matter expertise, analytical support, and research support to help execute mission-related and Executive Order-driven initiatives aimed at improving acquisition outcomes within the Department. Without KP Partners’ support, OCP would not have been able to successfully meet its mission objectives.
