NAVSUP Workforce Modeling
Challenge
The Naval Supply Systems Command (NAVSUP) headquarters contracting element provides oversight over 10 field-level contracting offices. The contracting organization did not have an effective mechanism to determine workforce requirements (e.g., number of FTEs, grade levels, job series) based on a portfolio of contracting activities, which inhibited its ability to coordinate across field locations. Similarly, local contracting offices lacked a consistent, defensible mechanism to support manpower budgets.
Collaborative Approach
KP Partners, as part of its joint venture, KP Aminad JV, helped NAVSUP develop a workforce model to address its gaps in determining and rightsizing workforce requirements. The team followed an innovative approach to develop a workforce model, including:

Determining desired model use cases with NAVSUP contracting, developing a model wireframe to validate use cases, and defining data needs and an overall modeling methodology

Developing initial perspectives on the drivers of workload based on a comprehensive data set on workload drivers from multiple data systems

Using statistical analysis to determine the initial subset of hypothesized workload drivers that truly inflect workforce requirements

Launching a workload estimation survey to collect touch-time data on each executed contracting action

Refreshing statistical analysis using collected touch-time data to (1) finalize the set of workload drivers that inflect workforce requirements and (2) quantify the impact of each workload driver on workforce requirements

Updating the model wireframe with statistical outputs and feedback on user interface to finalize the workforce tool
Driving Change
Our workforce modeling support allowed NAVSUP contracting to:

Accurately estimate the costs associated with reimbursable work
